Front page redesign #145

I find the whole front page pretty awful.

Lets get it redesigned soon.

Remember CSV2IATI isn't a great title - but it gave us a URL. No footer Login and Register boxes could be moved Text needs re-writing/ordering The important notification doesn't stand out as a notification

Needs discussion I think.

Also, we should add a link to the documentation on the front page.
