Don't Include Element When Field In CSV File Is Blank #187

When creating an XML file from CRS data (converted to CSV) for Japan we found that in some rows of data where data was missing the relevant element was still output to the resulting XML files but with no data in it? Should the converter be amended so that if a field is blank the relevant element is not output to the XML file?

Elements that have no data at all should actually be removed. However, if they contain fixed values, then they will not be removed. A word around for this is to not used fixed values, and instead create a new column in the CSV, which contains the fixed value, except for the rows which shouldn't have it.
