Update CSV2IATI-backend documentation #191

However, it looks like run.py is old isolated code, and that the web application should be launched instead.

Looks like I've previously considered removing run.py completely. https://github.com/IATI/CSV2IATI/issues/147

Ideally it should be updated to use the same conversion code as the web application.
