For this one:
1) We’ve agreed to deprecate the BudgetIdentifier Codelist: http://iatistandard.org/203/codelists/BudgetIdentifier/
2) The BudgetIdentifier Codelist is the ONLY codelist that can be used under

Also worth noting (accepted) proposal 6aii from this document, that doesn’t seem to have been actioned:

This is addressed in IATI/IATI-Codelists#139.
@andylolz is right. You can use country-budget-items
to publish codes of other vocabularies even though those codes are not listed on the IATI Standard site.
We had a discussion and I think agreement here about why we would retain this element, even after the deprecation of the first code. Actually, if anything it would probably be good to add some more vocabularies on that list, e.g. component codes of the country chart of accounts and COFOG.
Finally, removing this element would require an integer upgrade.
