Mark IATI budget identifier as withdrawn (v2.03 upgrade) #242

Effective immediately! Fixes #240.

For this one:

1) We’ve agreed to deprecate the BudgetIdentifier Codelist: http://iatistandard.org/203/codelists/BudgetIdentifier/

2) The BudgetIdentifier Codelist is the ONLY codelist that can be used under . You can specify the vocab of the others but not the codes: http://iatistandard.org/203/codelists/BudgetIdentifierVocabulary/

3) No-one is using the any other of the vocabs in the codelist above, because they can’t.

4) There are also no links to the actual codelists.

Are we happy to effectively remove the element and all sub-elements/attributes?

I would then suggest adding the guidance on discuss onto this page, and include links back to this on all child pages.

Or, do we need to add a @code and @vocabulary-url attribute to the element so that people can use the other vocabularies?

@amy-silcock I’m not sure what you mean here? I think you might have used < and > without backticks (`), so a crucial bit of your comment isn’t displayed.

If you mean country-budget-items, then I think you specify those codes on the individual budget-items.

Also worth noting (accepted) proposal 6aii from this document, that doesn’t seem to have been actioned:

ii. Proposal Schema: Remove reference to the BudgetIdentifier codelist in the definition of country-budget-items/budget-item/@code.

This is addressed in IATI/IATI-Codelists#139.

@andylolz is right. You can use country-budget-items to publish codes of other vocabularies even though those codes are not listed on the IATI Standard site.

We had a discussion and I think agreement here about why we would retain this element, even after the deprecation of the first code. Actually, if anything it would probably be good to add some more vocabularies on that list, e.g. component codes of the country chart of accounts and COFOG.

Finally, removing this element would require an integer upgrade.
