Re-trigger action #386

Workflow dispatch is very useful for doing this without a commit.

Thanks @andylolz . Actions was degraded when I merged the ISO-3166 replication, so the initial action never triggered. Still need to modify the workflow to allow dispatches in the first place (https://github.com/IATI/IATI-Codelists-NonEmbedded/pull/387) so a quick PR here was worth a shot in the first place!
