The IATI-Dashboard will now be split into the dashboard and publishing statistics, and they will be running separately, code for the generation for publishing statistics has now moved to https://github.com/IATI/IATI-Publishing-Statistics

To be done alongside https://github.com/IATI/IATI-Stats/pull/159
