Change TODOs about fixed versions to marks #290

As part of the version migration, it became necessary to explicitly specify versions rather than 'None' meaning 'latest version'. Locations where this happen had a TODO added. This led to things being a bit unclear.

Markers are now used to highlight where this happens.
