We need this for project redbud - lets just turn this on unconditionally.

Does it work? I am not sure I have ever enabled complex numbers in SAMRAI...!

It definitely compiles, and I can compile the new redbud stuff too. I'm writing some more tests to make sure everything is OK but things look good so far.
