Implement https://github.com/IBDecodable/IBLinter/issues/11.

This rule parse all xcassets and validate image name which is specified by UIImageView in xib and storyboard.

Hey @kateinoigakukun @phimage, as you can probably tell I have less time for IBLinter/IBDecodable lately. I'm trying to adjust to a new job. So, don't wait for my review to merge thinks unless there are drastic changes. I trust what you guys are doing here 👍
