implementar novo tema do juventude usando noosfero-responsivo #69

Foi feito o commit inicial para o repositório https://gitlab.com/noosfero-themes/juventude-responsivo.git. Para uso, o repositório deverá ser clonado para a pasta de temas do noosfero.

O commit inicial conta com todos os arquivos, sem alteração, do tema padrão do noosfero.

Nesse commit, foi inserido o header e o footer do tema do juventude, ficou funcional, entretanto a div 

 <div id="top-header"> </div>

que está no arquivo header.html.erb está apresentando problemas ao testar a visualização por mobile.

Foram feitas melhorias gerais no theme-header e a parte responsiva do top-header.

Nesse commit foi adicionado informações exclusivas dos blocos de youtube e twitter. Para esses blocos foram colocados uma classe chamada youtube-block e twitter-block, respectivamente.
