Create a baseimage build from the peer image #11

This PR uses sed to use the correct image tag to build the baseimage. It also changes the dockerhub to use ibmblockchain instead of hyperledger.

looks good, @mastersingh24 I am merging this. It uses peer itself as the base image and it works fine.
