Removed latest tag #17

The latest tag is removed from the hyperledger/fabrci-baseimage, Ref: https://hub.docker.com/r/hyperledger/fabric-baseimage/

maybe a specific tag would be better, like x86_64-0.6.1-preview

This is not the source image name, this is target image name. It is under build tag of compose file. It will use the Dockerfile inside the baseimage folder to build the image.
