This PR covers updating the yaml files to use version 2. This allows for simple naming and tagging of the architecturally based baseimage once it is built.
Please note: The baseimages for each architecture MUST be present in order for this to work. They must also be tagged consistently across the peer, membersrvc, and baseimage builds.
