Update starter kit to support Fabric 1.2.1

New IBP starter plan instances use Fabric 1.2.1 so starter plan needs updating to use the same version by default

• [x] update legacy end to end sample build-lib scripts
• [x] update legacy end to end sample toolchain template
• [x] update common build-lib scripts
• [x] update chaincode toolchain template
• [x] update chaincode bootstrap project
• [ ] Document environment variables to allow scripts to be used with existing, Fabric 1.1, starter plan instances
