Terraform device build error

Hello,

I have a customer attempting to build a device with terraform:

Error: Error applying plan:

1 error occurred:

• ibm_is_instance.vsi_database[1]: 1 error occurred:
• ibm_is_instance.vsi_database.1: {"errors":[{"code":"not_found","message":"Please check whether the resource you are requesting exists.","more_info":"https://cloud.ibm.com/docs/vpc-on-classic?topic=vpc-on-classic-rias-error-messages#not_found","target":{"name":"volume_attachment.id","type":"parameter"}}],"trace":"83158f5bdbc4fbe30083e756d5755913"}

and the Terraform provisioning stopped processing.

Yet when I looked at the device, it was provisioned with the storage attached. (see attached json). I am trying to understand why this error was generated, is it possible to follow this trace and determine what caused this error?
