Add resource_url/dashboard_url as computed field for all IBM Cloud Terraform supported resources..

As per schematics requirement Update IBM Cloud reosurces to support resource_name :   resource_controller_url resource_group_name resource_status resource_crn https://ibm.ent.box.com/notes/522888184366
