Swift 4.2.1 and Ubuntu 16.04 #105

This update caches Swift 4.2, and uses 4.2.1 as the default version for Swift applications.

This update also runs on ubuntu 16.04, available in the public environments of IBM Cloud. The buildpack will now get the binaries of the release or snapshot requested in the .swift-version file for Ubuntu 16.04.
