Swift 4.2.3 #109

These changes make the recently released Swift 4.2.3 the default version for Swift applications and caches Swift 4.2.2.

I will merge this in once v2.0.18 has been deployed to production environments on IBM Cloud.

Swift Buildpack 2.0.18 is in production as of 3/11/2019.
