Swift 5.0 #110

These changes make the recently released Swift 5.0 the default version for Swift applications and caches Swift 4.2.3.

Some of the binary files come with additional extensions on the .so files, which were not properly copied over. This fix also preserves the symlinks in the file structure.

The PR build was failing in this pull request because the master codebase (as tested via PR) did not copy over the Swift 5.0 binaries in their entirety. This PR did address this issue, as seen in the push build.

This version of the buildpack will be deployed to production on IBM Cloud next week.
