We wish to have a venv created such that all of those wishing to develop/contribute can create a local & identical env

auto-sklearn can not be installed on arm64 and is therefore blocked untill it is removed, giving more evidence to #4

Now ready to be worked on with #4 effectively done, (changes in dev thanks to #8 )

Work for this completed and now in dev just needs to be merged into main
