Moved fvt test cases in python to python 3 from 2. Copied python3 changes from dlherms CAST to bb/wrapper/*.py and archived python2 version under bb/wrapper/python2. Ran fvt and test cases previously failing now run except tests requiring 800G (insufficient space available).

Ready for merge after dropping python2 folder.
