I have the same problem, Can you help me?
Apparently one cannot instantiate a chaincode written in Java using the Java SDK.
This link explains exactly the reason (and even proposes a solution).

In 2017 the JIRA issue was closed without fix, awaiting official Java chaincode support. Is it the time to give it another try?
