ws-runtimes installation fails #521

Describe the bug Error when installing WS Runtimes:

The custom resources for the following components are already updated for the [''cpd_platform''] release 4.7.1. The custom resources for the following components were not updated [''db2oltp'', ''rstudio'', ''watson_speech'', ''watsonx_data'', ''wml'', ''ws'', ''ws_pipelines'', ''ws_runtimes'']'

Resolution Watson Studio Runtimes must be installed separately. Mark as separate_install: True and ensure that ws-runtimes special task is run instead of the standard apply-cr.
