feat: All Cloud Paks use their own dedicated location for the IBM Cloud Pak foundation services. #233

Is your feature request related to a problem? Please describe. With CP4D 4.6.5 supporting the deployment of Common Services on a dedicated namespace, that should be the default setting for the deployment, since CP4D does not work well while sharing the Common Services runtime with other Cloud Paks.

Describe the solution you'd like Modify the default namespace for Common Services when deploying Cloud Pak for Data.

Describe alternatives you've considered None, the requirement is pretty narrow.
