feat: Update Cloud Pak for Security to 1.10.15 #271

Is your feature request related to a problem? Please describe. The 1.10.15 patch is out (https://www.ibm.com/docs/en/cloud-paks/cp-security/1.10), so the resources in the repository need to reflect that new release.

Describe the solution you'd like Update things like subscription channel and resource versions. Reread installation documentation for changes in installation procedure or sequences, then reflect those changes too.

Describe alternatives you've considered None, the requirement is pretty narrow.
