Description of changes:

Make IAF instance names configurable
Populate IAF instance names into AIOps installation

The number of files in this PR escalated quickly. 1/3 is upkeep of version fields in helm charts, but the other 2/3 entail minor tweaks required to welcome reorganization of resources to accommodate Cloud Paks coexisting in the same namespace.
