Urgent, this fix needs to be merged to the main branch ASAP.

The EventManager version is 1.6.4 in the GA build, not 1.6.4.0. Using 1.6.4.0 will cause image can't find error.
Moved Grant Argo CD Cluster Admin Permission to Option 1, Option 2 doesn't need this section.
Fixed https://github.com/IBM/cp4waiops-gitops/issues/127
