Switch to GitHub Actions and NPM #19

I'm experimenting with publishing draft ontologies from CI. Using GitHub Actions and NPM for this seems easier for me than with Travis CI and Yarn, since fewer dependencies are involved.

Thank you! I've been meaning to explore moving my repos from Travis to GitHub Actions, so this is just fantastic. I haven't used Actions yet. I will merge and see what happens!
