@epatters Let me know if you agree with the intention of this and #18. I will then update both to match the switch to NPM.

Alternatively, we can assume the user can learn from reading the GitHub workflow code. In a sense, the README is duplication.

I think that this PR and the other one are both great. I like having human-readable documentation. Thanks very much for taking the time to document the build and DB setup process.

I'll merge both PRs once you've updated them to reflect the switch to NPM.
