uncommented commented compilation script lines; replaced macro 'HELIB_NTIMER_XXX' to 'FHE_NTIMER_XXX'.

btw, ntl.a is not copied to ntl/libs directory.

@tiehexue thank you for this PR. I had not realized I merged in a wrong version of the script. while this does not completely correct it, i have a modified version that I will merge in after accepting this one
