Can not run tests because requirements-dev-lock.txt not in git

I tried to run the tests through tox but that failed because the file requirements-dev-lock.txt is not in git but required by https://github.com/IBM/ibm-cos-sdk-python-core/blob/master/scripts/ci/install-dev-deps#L28
