Implement rest functions in ICP MongoDB chart #44

The MongoDB Operator has implemented the basic function of the ICP MongoDB chart. There are some functions in the ICP MongoDb chart we haven't added into the operator.

[x] Helm hooks

@kgcarr I list some functions, we haven't implemented in the operator. Please take a look, if they should be added.
