What is the new behavior?

We have added additional configuration in the optional configMap to configure MinimumSize of PV. Below are the parameters which needs to be configured in the optional configMap. This will handle error https://github.com/IBM/ibm-spectrum-scale-csi/issues/800
```
VAR_DRIVER_MINIMUM_PV_SIZE: 1.5Gi
```
