Need documentation and commands for adding custom policies #25

The equivalent to --addAll (only for spdx today) is needed to generate prechecks for custom policies
Most likely a validate/update is needed since they might be modified in place (vs. spdx likely a readonly import)

This exists today in importer/precheck_test.go but not friendly or easy to use.

This does not even address documenting all the inner details of license_info.json, file name requirements, etc for custom work.
