The SPDX 3.18 templates have been used as the current default, but some of the templates were left out because they do not pass our validation (validating SPDX template against SPDX text with our license-scanner code).

Using a tasklist/issue list here because we don't really want 40 open issues for this, but as each one is triaged/fixed/merged a task bullet can be converted to an issue for those steps.
