Description fix for internal issue: https://github.ibm.com/TNC/tnc-o-tracking/issues/2636

When creating a new project of type ETSI_NS or ETSI_VNF the generated manifest file has a data that as part of SOL004/SOL007 specs needs to comply with https://www.rfc-editor.org/rfc/rfc3339 The current issue is it does not contain any Zone or offset info in it.
