[Fix] Doc build + some polishing to ProblemInitializer #108

Following the closing of #107, reopening a PR to fix the doc build issue linked to the code in cog_utils.

Doc is building fine, and I've taken the freedom to:

Polish here and there the docstrings (in COG, Problem, VQAProblem),
Add ProblemInitializer to the doc index,
Do some refactoring to ProblemInitializer (made 2 methods static) and Problem.check_and_download() (just a method name change).
