Setting up GitHub Actions #3

@ctpelok77 can you take a look at this when you get a chance. The tests are passing locally but the kstar package craps out on GitHub actions.

Things I have tried so far:

  1. I thought this could be a permissions issue but apparently not. I tested with writing in location rather than temporary files before passing to the planner but that made no difference. [link]
  2. The standard error output just says that no plans were written (the JSON read error). [link]

If this can be of any help, I have tried a local fresh install (with a fresh python environment too) and got the same errors.
