when operator collection does not exists in workspace #123

when opening a new window and there is not folder opened, It will prompt the user to open a new one as the following screenshot. Screenshot 2023-11-08 at 4 17 43 PM

and if the folder doesn’t have a collection in it, then it will looks like this:
