Missing Latin Extended for African languages #443

Would be essential for IBM to support the tens of millions African users who need extended-a, extended-b, extended-c in order to use thier languages on the web and other apps.

For example Jula/Bambara is spoken by some 30 million in West Africa. It needs just the following (missing from plex):

Ɔ>"0186
ɛ>"025B
Ɛ>"0190
ɲ>"0272
Ɲ>"019D
ŋ>"014B
Ŋ>"014A

This makes sense for a future extension of the character sets.

Plex does include:

ŋ>"014B Ŋ>"014A

but will add the other missing glyphs in near future release.
