Accomodate deprecation of notary in IBM Cloud Container Registry #385

IBM Cloud Registry no longer has general support for Notary V1

We should consider how long to support Notary V1 as attention shifts to Notary V2 and other signing options.

I am a maintainer for Notary Project. Thanks for maintaining portieris project. The Notation (previously known as Notary v2) will cut the first stable release v1.0.0 in July 2023. Do you consider shifting to Notation?
