add feedstock for huggingface/transformers #226

Add feedstock for huggingface/transformers. This recipe is based on the upstream conda-forge recipe:

And includes changes based on a automatic version-update PR:

https://github.com/conda-forge/transformers-feedstock/pull/9

As well further changes to get the build working at all, and in the powerai channel context.
