build: ignore false-positive CVE #200

This PR adds the .cveignore file to the repo to avoid the idna-related vulnerability that is currently being reported incorrectly by CRA.

This PR is no longer needed as the CRA-related metadata has been fixed and this vulnerability is no longer being reported.
