[x] support RPG programs without .pgm (by looking for NOMAIN)
[x] support CL programs without .pgm (we only support CL pgms!)
[x] add --assume-programs

This is very interesting. I like the simplification. But doesn't one of the modules being bound into an ILE PGM have a main and therefore will not have NOMAIN even though it is a module?
