Notify users about problems that might impact students #190

Outages with the IBM Watson services in the last couple of weeks prevented students from training new machine learning models.

This caused several problems.

Students weren't aware there was a reason for the training failure, so just kept trying to click the button.

Teachers thought the failure was in MLforKids and I got a lot of complaint emails!

I need a way to let users know when there is a problem that might impact their work, and a way to point them at more info and a way to track the resolution of the problem.

The "More info" link will be to the public notification of the outage

This will replace what I was previously doing with Twitter (e.g. https://twitter.com/MLforKids/status/1126049178474504192 ) as hardly anyone ever saw them.
