Move installer, runner and snippets into extension #19

Adds the GENCMDXML installer from Code for IBM i, as well as the snippets. They no longer belong in the base, and belong in the language specific extension (this repo, vscode-clle).

This adds:

The GENCMDXML installer
The CL runner (to execute CL statements in CL documents)
The CL snippets

This cannot be merged until https://github.com/codefori/vscode-ibmi/pull/1915 has been released.
