Merging this will automatically result in this starter kit being registered in the production IBM Cloud console.

Tested that c913d5993fb57dbd18a1134412c3fdd2c16da8a9 works in staging with bx dev deploy. Cloud Foundry pipeline is still not available in staging for testing.
