Update CONTRIBUTION.md and add NOTICES.md #237

[x] CONTRIBUTING.md to be updated with contributions using using the developer certificate of originality (DCO) process, and turn on code signing in the project.
[x] Add NOTICES.md file and mention contribution from the Jekyll documentation template, and Zowe CLI plug-in sample.
[x] Consider adding education material to contributing documentation.
