Weather Insights bluemix service has been renamed to Weather Company Data for IBM Bluemix. The followings have been changed:

"Free" plan changed to "Free-v2" plan
v2 API no longer supported, they consolidated the APIs to a new 'v1': https://twcservice.mybluemix.net/rest-api
the weather toolkit has been updated to use the new v1, therefore, new SAB files are supplied.
