Add "ACT testing and mapping in the Checker" to the wiki #2029

The box note ACT testing and mapping in the Checker "contents" needs to be moved to the wiki so that contributors can find and understand how the Checker reports results to the ACT community at the W3C.

[x] W3C AT Implementation was added to the wiki
[x] Table of Contents updated on main wiki page
